Section 708.07 Employee Manual

  1. A regular employee of the City who is a certified disaster service volunteer of the American Red Cross may be granted administrative leave with pay for participation in specialized disaster relief services for the American Red Cross as follows:
    1. The employee must provide documentation of certification as a disaster service volunteer from the American Red Cross.
    2. For the purposes of this leave benefit, disaster includes disasters designated at level II and above in the American National Red Cross regulations and procedures.
    3. Upon a call to service from the American Red Cross, the employee must request authorization for Florida Disaster Volunteer (FDV) Leave in accordance with the department's leave request procedures.
    4. The employee must receive approval for an absence associated with a disaster and to use the leave provided herein. Consideration will be given to the City's work demands, including the City's emergency management work activities.
    5. Upon completion of service, the employee will be required to produce written documentation via American Red Cross form #5383 (Disaster Relief Operation Work Performance Evaluation) of the period of covered service for the emergency. Failure to produce appropriate documentation will result in denial of paid administrative leave and possible disciplinary action.
  2. A covered employee may be granted up to 15 working days administrative leave with pay during a calendar year. For the purposes of FDV leave a working day shall not exceed 12 hours. If the employee's work shift exceeds 12 hours, the number of days leave with pay will be adjusted to equate to no more than the equivalent of 15 working days.
  3. An employee granted FDV leave shall not be deemed an employee of the City for purposes of workers compensation for services provided and work performed under the auspices of the American Red Cross.
  4. FDV leave may be granted for services related to a disaster occurring within the boundaries of the State of Florida.
