Exercise Overview
The original Beleaguered Bus exercise series was designed to evaluate the capability of county
emergency management, county health departments, hospitals where extant, emergency medical services
and law enforcement in responding to the sudden introduction of a highly contagious disease.
The disease was brought into the county by a group of missionaries who had been exposed to a
contagious disease. The type of disease varied from county to county and the emphasis during
the exercises was on immediate containment of the bus passengers, identifying and isolating those
who were symptomatic and making decisions about quarantining those who were exposed but well.
The Beleaguered Bus II exercise series was based on the successes and lessons learned from the original. However, all the exercise scenarios in Beleaguered Bus II were based on the exposure of returning missionaries to avian influenza in Indonesia. In these scenarios, the World Health Organization (WHO) has evidence of significant human-to-human transmission of the influenza. The working title for this exercise series was “Contagion Containment.” Beleaguered Bus II - Contagion Containment involved two counties simultaneously and symptomatic missionary returnees.
