Local Mitigation Strategy
The Capital Area Chapter of the American Red Cross has been a leading partner in the development and implementation of the Tallahassee - Leon
County Local Mitigation Strategy (LMS) since its inception in 1998. Through the years the chapter has lead the charge to strengthen
the disaster preparedness of individuals, families, neighborhoods and businesses within Leon County with a wide variety of
powerfull disaster education and mitigation initiatives. These initiatives continue to make an impact on the communities preparedness
level.
Several of the chapter's initiatives are listed below:

These are but a few of the disaster education / mitigation activities that have been undertaken by the Capital Area Chapter
over the years.
Lower Flood Insurance Premiums
Due to the combined disaster education and mitigation efforts of the Capital Area Chapter, the City of Tallahassee and Leon
County floodplain property owners have received a 20 percent discount on their flood insurance premiums. These premiums are
established the Federal Emergency Management Agency's (FEMA) National Flood Insurance Program (NFIP) and the Community Rating
System (CRS).
The City of Tallahassee's annual Local Mitigation Strategy report outlines the following activities being undertaken by the Capital
Area Chapter:
LMS Initiative # 2: Improve the disaster resistance of existing site build housing stock.
- Status: The Capital Are Chapter of the American Red Cross facilitates various structural mitigation activities on
low-income, owner occupied homes. To date, the American Red Cross has retrofitted 197 homes in Leon County.
LMS Initiative # 4: Promote Disaster Resistant Neighborhoods.
- Status: The community continues to partner with the Capital Area Chapter of the American Red Cross and local media outlets to
provide public service announcements and outreach programs supplying information to citizens related to Disaster Resistant
Neighborhood strategies.
LMS Initiative # 19: Consider addressing the economic impact of different disaster scenarios, as information becomes available.
- Status: The City of Tallahassee and the Capital Area Chapter of the American Red Cross both continue to have programs in place to
assess the impacts of disaster immediately following an event.
LMS Initiative # 24: Host an annual or simi-annual disaster fair.
- Status: The Capital Area Chapter of the American Red Cross regularly facilitates hurricane exercises for businesses and
neighborhoods to increase community preparedness.
LMS Initiative # 30: Build a single, community-wide Emergency Operations Center.
- Status: The Capital Area Chapter of the American Red Cross has received $4,500,000 in funding to build a new Emergency Operations Center to house all non-profit
human services agencies, which have a partnership role in disaster response and recovery.
With the positive progress on the above outlined LMS initiatives, the Capital Area Chapter's disaster education and mitigation
activities are now paying off on a daily basis and property owners will now receive at 20 percent discount on their flood insurance
premiums.
