Outbreak Anarchy - A Business / Community Influenza Pandemic Tabletop Exercise

Exercise - Mission

With the mission of bringing business owners and community leaders together to work through how North Floridians should collectively help plan and prepare for, respond to, recover from and mitigate the effects of an INFLUENZA PANDEMIC, the following organizations undertook the coordination of this very unique disaster exercise.

This four hour tabletop exercise provided participants an opportunity to learn the importance of working together when an influenza pandemic or any other disaster strikes. Participants worked within assigned groups as they undertook coordination of activities such as health care planning and preparedness, influenza pandemic response and recovery.

Business owners and community leaders from throughout North Florida were invited to participate in this exercise.

Business owners and community leaders participating in the exercise were asked to recruit a minimum of three individuals to represent their organization.

Exercise - Method

In the days leading up to the exercise Situation Reports were e-mail to all of the registered participants to provide them with information of when and where the pandemic started as well as it progress around the world until it landed on the front door of North Florida.

The exercise was developed around the concept of participants working in fictitious neighborhoods, grouped eight to ten individuals per fictitious neighborhood, participants were provideD with a Master Sequence of Events List, neighborhood maps and demographics.

These tools allowed the participants to experience the four hour exercise from the perspective of individuals and families as they plan and prepare for, respond to and recover from an INFLUENZA PANDEMIC with a 35% attack rate.

Exercise - Benefits

In addition to the lessons participants learned by taking part in this unique exercise, each participant will receive a free INFLUENZA PANDEMIC RESPONSE KIT. Useful door prizes such as NOAA Weather Radios were also given away.

Business owners and community leaders who participate in the Outbreak Anarchy Exercise were required to complete a Hazard Identification / Vulnerability Assessment (HIVA) prior to the exercise.
